He typically works with the Channel Chief of a technology provider to understand these needs and mutually determine if he can help or not. This can be done in just a few conversations over the phone. His consulting services are then based on the defined needs and the personal chemistry between him and the Clients' team members.
The financial arrangement can be flexible (hourly rate, monthly retainer, or a fixed fee) but essentially covers his time and any travel expenses related to the Client's work.
